The Central Arkansas Regional Planning Needs Assessment highlights a pivotal opportunity to strengthen collaboration between Metroplan and Central Arkansas Planning and Development District. The report evaluates current planning efforts across the region and identifies strategies to improve efficiency, reduce duplication, and better serve communities.

Through stakeholder interviews, peer research, and document analysis, the assessment found that while both organizations bring valuable expertise—Metroplan in transportation and long-range planning, and CAPDD in grant administration and workforce development—regional efforts remain fragmented. Key challenges include aging infrastructure, uneven growth, limited funding capacity, and the absence of a unified regional vision.

To address these gaps, the report outlines three potential paths forward: formalizing collaboration through agreements, co-locating staff to enhance coordination, and ultimately pursuing full organizational consolidation. A phased approach is recommended, beginning with immediate collaboration and building toward a unified regional strategy over time.

By aligning resources, strengthening partnerships, and embracing a shared vision, Central Arkansas has the opportunity to enhance competitiveness, attract investment, and improve quality of life across the region.
