In 2021, Metroplan developed a model Unified Development Ordinance (UDO)—a user-friendly “Planning Book” that merges zoning and subdivision rules into a single guide. Local communities can adopt it to foster connectivity, safety, resilience, equity, and vibrant public spaces
How It Works
- Descriptive Zoning – Zones are named by purpose (e.g., Flexible Residential, Walkable Town Center) instead of confusing codes like “R‑1” or “C‑3.”
- Use Table – Highlights permitted, conditional, and prohibited uses in each zone. Broad categories (e.g., “Retail & Service”) simplify review.
- Development Standards – Clearly defines setbacks, sidewalks, storefront placement, and more. Walkable zones require building-to-sidewalk design; commercial zones allow more parking.
- Connectivity Rules – Encourages well-connected developments through standards for cul‑de‑sac linkages, block lengths, and pedestrian routes.
Flexible Residential
