2026 Unified Planning Work Program – AMENDMENT

Metroplan is asking the public for comments on an amendment made to the Unified Planning Work Program for Rock Region METRO Planning studies. Projects being added or revised, shown on Pg. 36 of the UPWP, are listed below and can also be found in the attached document. All comments must be submitted by Wednesday November 18th, 2025 at 5:00 PM.

  • Conway Safety Reporting and Service Studies (FY2020 5307) – New $9,250
    • Conway SR and SS funding supports SMS and NTD Safety Reporting activities for Conway transit services. Conway transit service operates under RRM’s PTASP and Safety Management System (SMS).
  • RRM reporting and SMS/PTSASP Planning Updates (FFY 2025 5307) – New $70,000
    • 2025 Funding is being dedicated to supporting Safety and Security Certification activities related to the Clinton Library Spur Track and OCS Reinstatement. Approximately 100 feet of track and OCS wire and poles were removed from service during the 30 Crossing Project.
  • River Centers TOD Study (FFY 2024 RAISE/BUILD) – Updated Amount $2,930,000
    • Funds will be used to perform a transit oriented development study at the River Cities Travel Center.
  • Conway Transit Long-Range Plan (FY2020 5307) – Updated Amount $290,750
    • Funds will be used to perform a long-range transportation planning project for the City of Conway.
  • On-Call Scheduling & Planning Service Tasks (FFY 2025 5307) – New $200,000
    • Funds will be used on scheduling and planning services to benefit the Greater Little Rock UZA and Conway UZA
  • Transit Oriented Development Planning and Due Diligence (FFY 2025 5307) – New $680,000
    • Funds will be used to perform a transit oriented development study at the River Cities Travel Center.
  • Comprehensive Operation Analysis (FFY 2025 5307) – Updated Amount $150,000
    • Funds will be used to perform at comprehensive operational analysis to identify enhancements to public transit in the Greater Little Rock UZA.
