Public Involvement
Metroplan is required to provide for an ongoing public involvement process to gather and analyze public input and help inform the continuing planning process. The Public Participation Plan (PPP) provides a guide to the planning process adopted by Metroplan; increases public awareness and engagement; and broadens the range of voices and views in the planning process. Critical to public participation is the provision of access to complete information, timely public notice, full public access to key decisions and early and continuing involvement of the public in developing and implementing regional plans.
Title VI
The heart of the landmark Civil Rights Act of 1964, is found in Title VI: No person in the United States shall, on the ground of race, color, or national origin be excluded from participation in, be denied in the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance. (42 U.S.C. § 2000d)
This Title VI Program describes how Metroplan meets Title VI requirements under the Civil Rights Act of 1964, and Environmental Justice compliance; details the demographic profile and mobility needs of central Arkansans; and explains procedures for filing a Title VI discrimination complaint. Included in this document is Metroplan’s Limited English Proficiency (LEP) Plan, which sets forth the need and policies for meeting that need in Central Arkansas.
